Offshore structural steel is bought against a specification that says as much about how the steel behaves at a crack as about how strong it is. Fracture toughness is the governing property, because a jacket node carries thick sections, heavy welding restraint and cyclic wave loading, and a steel that is strong but brittle at the service temperature fails in a way a design check on yield strength never sees — which is why the specification calls for impact testing and often for fracture toughness testing on the parent metal, the weld and the heat affected zone. Two further requirements travel with it. Through-thickness properties are required where nodes are welded into the plate surface, since lamellar tearing is the failure that welding restraint produces. And weldability is controlled through the chemistry, so the carbon equivalent has a ceiling and the fabricator's preheat and procedure follow from it.
