An alarm device only works if it is heard and understood over the noise the building actually makes. EN 54-3 covers fire alarm sounders and defines how their output is measured, which matters because a headline decibel figure quoted at one metre tells you very little about coverage at the far end of a plant room. The other decision is bell against electronic sounder against voice: a bell is a signal people must be trained to interpret, while a voice sounder tells them what to do, which measurably shortens evacuation in buildings with visitors.
