The design question is not how loud but how distinguishable. A workforce that hears one tone for fire, another for gas and a third for general evacuation can act correctly; a site where every alarm sounds the same has trained everybody to walk outside, which is the wrong response to a gas release drifting across the assembly point. So agree the tone and message scheme first, then work out coverage. In high-noise plant areas sound alone is not enough and beacons are added; in an area where people wear hearing protection that is not optional. Say how the alarm is initiated, how many zones must be addressed separately, and whether the message must be spoken in Arabic and English.
