This is the container rather than what goes in it, and it is bought for one job: keeping response materials clean, dry, findable and next to the risk. That sounds trivial until you look at what actually happens to absorbents stored loose in a workshop — they get used for wiping benches, they sit in the sun until the packaging fails, and the day something is spilled the bin is empty. So the properties that matter are a lid that seals against dust and rain, a body that survives years of Gulf ultraviolet without going brittle, high-visibility colour and signage that can be seen from across a bay, and a tamper indicator that shows at a glance whether the contents are intact. Then the practical ones: whether it must be wheeled to the incident or stays put, whether it needs to be lockable, and whether the same bin is expected to hold the used absorbent afterwards, which is a different volume question.
The more of this you send, the closer the first quotation lands.
