Relative humidity is usually not the number that decides anything — dew point is. Painting and coating work is the clearest case: the rule is that the substrate must be a margin above the dew point before a coat is applied, because below it moisture condenses on the surface and the coating fails in a way that will not be visible until later. That needs a surface temperature reading alongside air temperature and humidity, and the instrument that matters for coating inspection is the one that reports all of them together with the calculated dew point and the delta. In the Eastern Province a coastal morning can put the substrate below dew point long after sunrise, which is why the reading is taken at the surface and repeated during the shift rather than assumed from a forecast. Other uses want other things: store and warehouse monitoring wants logging and alarms, and process work may want a dew point instrument for compressed air or gas.
