The first question is whether the equipment is being bought to satisfy a statutory vessel inventory or to protect people working near water, because those are different products under different regimes. A ship's lifejacket is part of a certificated outfit and is specified against the marine rules that apply to the vessel; a jacket for a jetty, a barge crew or a diver's tender is a personal flotation device chosen by buoyancy level under ISO 12402, where the level describes what it will do — enough to help a conscious swimmer, enough to turn an unconscious person face up, or enough to do that while they are wearing heavy protective clothing. That last point is the one most often missed: coveralls, boots and a tool belt reduce effective buoyancy, so the level is chosen for the person as they will actually be dressed. Say which regime applies, the water, and what people are wearing.
