A safety padlock is not a security padlock in a bright colour. Two properties make it different, and both should be confirmed before ordering. First, key retention: the key cannot be withdrawn while the lock is open, so a padlock hanging on a hasp always has its key in someone's pocket rather than in a drawer. Second, the keying scheme, which is where most lockout programmes are made or broken. The principle is one lock, one key, one person — so the default is keyed differently, with no duplicate in circulation. Keyed alike is for a single authorised person who applies several locks in one isolation and must be issued deliberately, never as a convenience for a crew. A master key defeats the whole point unless its custody is written down and controlled.
