Weathering steel forms a stable oxide layer that slows further corrosion once it has cycled through wet and dry conditions, which makes it useful for exposed marine and coastal structural work where painting is impractical to maintain — but the "maintenance-free" reputation only holds where the structure actually dries out between wettings. In a permanently wet, splash, or immersed zone the protective layer never stabilises and the steel simply corrodes, so state the exposure condition honestly rather than the general environment. The initial run-off also carries rust-coloured staining that affects any surface below the structure, which matters near finished surfaces.
