Where a facility meets water — a jetty, a marine terminal, an intake, a bunded area that drains to a channel — spill response stops being a housekeeping matter and becomes part of a plan with tiers, notification duties and equipment held against a stated response time. That plan is what the equipment is bought against. A first-tier holding is what the site itself deploys in the first minutes: boom to stop the spread, sorbent that works on water rather than on a floor, a means of recovering what has been contained, and somewhere to put it. The item most often missing is the last one, because recovering oil produces a volume of oily water and contaminated sorbent that has to go somewhere immediately. State the credible spill, the water interface, the response time your plan commits to, and who is notified — and whether the enquiry is for equipment alone or for a holding that is inspected and maintained against the plan.
