An external opening here is a hole in the thermal envelope and a hole in the dust barrier, and the two requirements pull in the same direction. Glazing is where most of the solar heat comes in, and the number that describes it is the solar heat gain coefficient rather than the U-value alone — a window can be well insulated and still admit a great deal of radiant heat, which the cooling plant then has to remove all afternoon. Air infiltration is the second: fine wind-blown dust finds any gap, and a frame with poor sealing admits dust that has to be cleaned every day and coats the coil in the air handling unit. Ask for the tested air permeability rather than a description of the seals. Then the requirements that do not come from the climate: fire rating with the certification that supports it, acoustic performance where the opening faces traffic, and the hardware, which is where a good frame is usually let down.
