SCADA is licensed by tag count, and the tag count is the number that has to be established before anything can be priced. It is not the same as the IO count: a physical input often becomes several tags once its alarm limits, its calculated values and its historian points are added, and a project scoped on IO alone routinely arrives at licensing that is a tier too small. Establish the tag count, the number of concurrent client sessions and the historian retention period together, because those three drive both the licence and the server sizing. The second half of the enquiry is the part that is easy to defer and expensive to retrofit: segregation between the control network and the business network, remote access if any is required, and how the system is backed up and restored. Standards for industrial cybersecurity exist for this and a specification that names one is much easier to quote against.
