An air-cooled chiller rejects heat to the outside air, so its capacity falls as that air gets hotter — and here it is hottest exactly when the building needs the most cooling. A machine selected from a catalogue figure quoted at a temperate ambient will not deliver that figure on an August afternoon in Dammam, which is why the capacity to compare between offers is the one calculated at the site design condition. The second thing worth insisting on is part-load performance. A chiller spends very few hours at full load and most of its life somewhere below it, so the seasonal or integrated part-load figure describes the electricity bill far better than the full-load efficiency does, and the difference between two machines with identical nameplates can be substantial. Then the choices that follow the plant room: air-cooled or water-cooled, the compressor type, and how many machines share the load so one can be serviced without stopping the building.
