A cover is the cheap alternative to a cabinet, and it is specified almost entirely by the environment rather than the fire risk. Its job is to keep dust, sun and rain off a unit that lives outdoors while still allowing it to be pulled free in seconds. The failure mode is ultraviolet degradation: an untreated PVC or polyester cover in Gulf sun becomes brittle and splits within a season, at which point it holds sand against the cylinder instead of keeping it out. Specify UV-stabilised material and state the extinguisher size it must fit.
