The extinguishing medium has to match the fire, and the wrong one makes things worse rather than merely failing. Water conducts, so it is dangerous on live electrical equipment; CO2 leaves no residue and suits electrical risk but has almost no cooling effect on solids; foam forms a blanket over flammable liquids; and powder is the broadest performer but contaminates everything within reach, which is why it is rarely wanted in a control room. EN 3 governs the construction and rating of portable extinguishers and NFPA 10 governs selection, placement and maintenance.
