Low-hydrogen electrodes are the ones that go wrong in this climate, and they go wrong before anyone strikes an arc. The coating on a basic low-hydrogen electrode is hygroscopic — it absorbs moisture from the air — and moisture in the coating becomes hydrogen in the weld metal, which is the mechanism behind hydrogen-induced cracking. Cracks of that kind can appear hours or days after welding, long after the welder has moved on. In a coastal workshop in Dammam an opened tin left out overnight is a real problem, which is why these electrodes are specified with vacuum packing or hermetically sealed containers, redried to the manufacturer's schedule if exposed, and issued from heated quivers. State the parent material, the position, the process qualification the joint must satisfy, and how the electrodes will be stored between issue and use, because that last one decides which packaging to quote.
