The measurement category is the specification that matters, and it is a safety rating rather than a feature. Under IEC 61010-2-030 a meter is rated CAT II, CAT III or CAT IV together with a voltage, and the categories describe how close the measuring point is to the incoming supply, where the available fault energy is highest. A CAT III 600 V instrument used at a CAT IV point is being used outside its design, and the failure mode is an arc in the technician's hands rather than a wrong reading. Get that right first, then ask for True RMS if the site has variable speed drives or electronic ballasts, because an averaging meter reads a distorted waveform low and the error is silent. After that it is about the work: a low-impedance mode to reject ghost voltages, a clamp accessory for current, and leads and probes that carry the same category rating as the meter body.
