These are bought to solve a mismatch, and the mismatch is usually imported machinery. Saudi Arabia runs at 60 Hz — a legacy of the American engineering that built the first grid — while much of the plant arriving from Europe and Asia is built for 50 Hz, and the two problems travel together: a machine expecting 400 V at 50 Hz put on 400 V at 60 Hz runs its motors faster and changes the magnetic behaviour of its own transformers, and a transformer alone does not fix that. So the first question on this page is not the ratio but the frequency. If the equipment is 60 Hz and only the voltage is wrong — 480 V American plant, 380 V Asian plant, 415 V older British plant on a 400 V system — a step-up or step-down unit is exactly right. If the frequency is also wrong, say so in the enquiry, because the answer is a converter and not a transformer.
