Medium-voltage switchgear is bought as a fault-withstand assembly, and the figure that governs the whole enquiry is the short-circuit rating of the system it connects to. Every other decision follows from it: the busbar section, the circuit-breaker duty, the earthing arrangement and, most importantly, the internal arc classification. IEC 62271-200 lets a panel be classified for internal arc with the accessible sides identified, and that classification is what protects an operator standing in front of a panel when a fault develops inside it. A panel without it is not cheaper, it is a different product. Settle also whether the breakers are withdrawable — which is what allows maintenance without an outage on the whole board — and how cables enter, because top and bottom entry are not interchangeable once a switch room floor is poured.
