Bending is cheaper and stronger than welding elbows, and the constraint that decides whether it is possible is the centre line bend radius. Every combination of pipe size, wall thickness and material has a radius below which the outer wall thins beyond what the design allows and the inner wall wrinkles, and the former set in the machine is what fixes that radius — so a bender is bought as a machine plus a set of formers for the specific sizes, and adding a size later means buying a former rather than adjusting a setting. Say which sizes and which radius before choosing the machine. Two further points. Thin-wall and stainless tube may need a mandrel to support the bore through the bend, which is a different class of machine from a simple former bender. And springback is real: the pipe relaxes a few degrees after the load is released, so the machine or the operator has to overbend, and a machine with a repeatable stop saves a great deal of scrap.
