    A wheel cutter produces a square cut with no sparks and no chips, which makes it the right tool inside an occupied building, in a permit area where hot work is restricted, and anywhere swarf must not fall into a system. What it also produces is a burr rolled into the bore, and on a water or gas line that burr is a permanent restriction and a turbulence source unless it is reamed out — so a reamer belongs with the cutter rather than being an afterthought. Match the cutting wheel to the material, because a wheel intended for steel will not cut stainless cleanly and one for plastic is different again; using the wrong wheel work-hardens the cut and ruins the wheel. For work in a duct, a wall chase or against a ceiling, the constraint is the swing needed to rotate the tool, which is where a close-quarter or ratcheting cutter earns its cost.
